| This is an update on ASPPB's efforts to facilitate mobility for licensed psychologists through the Certificate of Professional Qualification (CPQ) Program. |
| The CPQ Program and the ASPPB Credentials Bank have now been in operation since 1998. We have processed and issued over 3,800 Certificates. There are currently 30 jurisdictions currently accepting the CPQ: Alberta, Arkansas, Arizona, British Columbia, California, Connecticut, District of Columbia, Georgia, Hawaii, Idaho, Kentucky~ Louisiana, Manitoba, Michigan, Mississippi, Missouri, Nevada, New Hampshire, New Mexico, Nova Scotia, Ohio, Oklahoma, Ontario, Pennsylvania, Quebec, Rhode Island, Vermont, Virginia, Wisconsin and Wyoming. Seventeen other states and Provinces have voted to accept the CPQ and are working to amend their rules or procedures to allow full implementation in the near future. These jurisdictions include Alaska, Colorado, Maryland, Minnesota, Nebraska, New Brunswick, New Jersey, Newfoundland & Labrador, Oregon, Prince Edward Island, Saskatchewan, South Dakota, Tennessee, Washington and West Virginia. Several other states and Provinces are actively reviewing the CPQ program and working to accomplish its adoption in their jurisdiction. |
| The Credentials Bank service which provides electronic storage of credentialing information is also in operation. CPQ holders automatically obtain Credentials Bank services but we have also opened Credentials Bank records for CPQ applicants, students in training and individuals who may not qualify to obtain the CPQ but want their information stored. We are encouraging psychologists in training and those recently obtaining their initial license to begin a Credentials Bank record where they can store licensure-related documents such as internship supervisor ratings or documentation of post- doctoral supervision as these experiences are completed. |
| While the response to the program so far has been encouraging, we are still interested in expanding the acceptance of the CPQ in the ASPPB member jurisdictions. Progress in other professions, such as architecture and pharmacy, adds to the pressure for a solution to the long standing professional mobility problem in psychology before there is intervention through a government directive such as the Agreement on Internal Trade in Canada, or NAFTA or the recent recommendation of the Pew Commission Taskforce on Health Care Workforce Regulation for federal mobility regulation. |
